The first is the forest ecological industry project. We have vigorously developed forest rehabilitation, forest tourism and forest organic industries. Relying on the city's forest parks and state-owned forest farms, following the idea of pilot demonstration and step-by-step promotion, and guided by the construction of green, ecological and diversified forest health care brand bases, we have focused on the construction of four types of forest health care bases, namely, leisure, sports health care, recuperation, health care and rehabilitation, culture, education, health care and pension. At the same time, we have accelerated the cultivation and introduction of forest health care brand enterprises, established a forest health care service network covering the whole city, formed a forest health care industry system integrating tourism, health care, rehabilitation, health care, pension, culture, education and poverty alleviation, built a well-known forest health care destination in China, and promoted the transformation and upgrading of the city's forestry industry. By 2020, we will build a well-known brand of forest health care in the whole province and even in the whole country, build 10 provincial forest health care bases, with an annual service population of more than 2 million people, a comprehensive income of 4 billion yuan, and more than 5000 jobs.

We have deepened the reform of state-owned forest farms, promoted the construction of beautiful forest farms, and vigorously developed the forest tourism industry. By 2020, the city will have 7 provincial-level beautiful forest farms, 1 provincial-level forest park, 1 national forest park and 10 forest parks above the provincial level, 1 national 5A level scenic spot, 1 4A level scenic spot and 3 3A level scenic spots.

The second is to vigorously develop forest organic industries such as forest food and traditional Chinese medicine, focusing on Guidong, Guiyang, Anren, Yizhang, etc., and build 5-6 demonstration parks for deep processing of forest economy. We have focused on supporting the construction of green industries such as oil tea and other characteristic economic forests, timber forests for precious tree species, flowers and seedlings, and forest food, and focused on building a number of demonstration projects of forest industries and forest scenic spots; built the national subtropical color tree seedling base, focused on the establishment of color tree seedling cultivation base of 10000 mu in Suxian, Zixing, Yongxing, Guiyang, Guidong, Jiahe and other counties and cities, and built 1-2 characteristic industrial parks integrating flower seedling display, leisure and sightseeing in each county; actively introduced COFCO Group to Chenzhou and developed 10 provincial leading enterprises in forestry industry; fully integrated the brand of Camellia oleifera and created a public brand with Chenzhou characteristics; steadily promoted the construction of oil tea base. By 2020, 120000 mu of oil tea forest will be newly built, 500000 mu of low-yield forest will be transformed, and 5 million mu of oil tea Characteristic Towns and 200 thousand mu of oil tea flower sea landscape beautiful villages will be built.

The third is the ecological agriculture project. We have fostered new driving forces for agricultural and rural development, promoted agricultural industrialization, and created distinctive brands for agricultural industries; developed a modern agricultural industrial park integrating production, processing, logistics, research and development, demonstration, service and other functions, cultivated 100 modern agricultural demonstration parks above the municipal level, and focused on building 10 major agricultural industrial demonstration parks; vigorously developed the modern manor economy, focused on the planning and construction of a number of high-standard modern farms in Chenzhou Avenue, Chenyong Avenue Town group area, as well as along the highway, state and provincial roads, and at least one high-standard modern farm in each county and urban area; strengthened the quality and safety of agricultural products, implemented the quality and safety traceability system of agricultural products and the management system of edible agricultural products certificate, certified 60 "three products and one standard" products, and built a batch of large-scale and standardized green food production bases.

The fourth is a variety of tourism projects. With "one mountain, one ridge, one lake, one spring and one city" as the core, we have developed the whole area tourism, rural tourism and forest tourism, and built the overall industrial integration development layout of "one core, one ring, one belt and thirteen clusters"; supported Guidong, Suxian, Zixing, Rucheng, Yizhang and other counties and cities to strive for the national tourism demonstration area, and built Nanling forest ecological and cultural tourism area; built a rural leisure scenery belt integrating the original ecological environment and natural landscape along the Xihe River, including landscape, rural scenery, folk culture, tourism, leisure and entertainment, and fitness and sports; vigorously developed medium and high-end projects such as cultural exhibition type, cultural creativity type, rural holiday type, sports type, hot spring health preservation type, food enjoyment type, etc. By 2020, the per capita consumption of tourists from other places can reach more than 1200 yuan, which will directly drive 60000 people to work, effectively implement poverty alleviation, and have more than five cultural tourism and sports industry clusters and more than 20 industry leading enterprises.

The sixth is the low-carbon environmental protection ecological industry development project. We have focused on the construction of Yongxing County's national "urban mineral" demonstration base, rare and precious metal recycling industrialization base, supported Yongxing County to create a national industrial waste comprehensive utilization industrial base, built Zixing City into a national recycling economy demonstration city of ecology, recycling and low carbon, and implemented the industrial solid waste comprehensive utilization projects such as Guiyang County's dressing and smelting waste residue and co associated mine to establish a national demonstration base for comprehensive utilization of resources; strictly implemented automobile carbon emission standards, vigorously promoted new energy industry, vigorously developed new energy vehicles, and eliminated yellow standard vehicles. By 2020, the installed capacity of wind power and photovoltaic power generation will reach 1.8 million kwh and 150000 kwh respectively; 8903 yellow standard vehicles will be eliminated; 6150 new energy vehicles will be promoted; 6220 charging piles will be built in the central urban area.
